Every month I help to plan activities for the Relief Society women’s organization. This month, we held a birthday dinner celebration. We wanted the activity to look nice, but we didn’t have a huge budget, so we had to find ways keep things simple and inexpensive.
We decided to do our own DIY tissue paper centerpieces. And these tissue paper flowers were so easy to make, and they really added to the decor of our activity. They can also make a beautiful addition to your home or an event or party you are planning.
For our activity, we chose green, purple, and pink spring colors. Each table had a square piece of colored wrapping paper in the middle. We then placed a bouquet of tissue paper flowers in a vase in the center of each table and also added a few tissue paper flowers around the vases.
Tissue Paper Flower Tutorial
Here are the 5 steps how to make flowers with tissue paper and pipe cleaners.
What do you need to make a tissue paper flower?
You’ll need these items:
- 5 sheets of tissue paper cut to 7″x 12″ (This is just one size. You can make them larger or smaller as desired.)
- Pipe cleaner, wire, or twist tie
Step 1: Take the tissue paper and begin folding the short side accordion style into 1 inch folds.
Step 2. Using scissors, cut each end of the tissue paper into a half circle.
Or you can cut the ends into points to change the look of the flower.
Step 3. Take a pipe cleaner or wire and fold part of it over the center of the tissue paper. Twist together to secure.
Step 4. Carefully separate the top layer of tissue paper and pull it up.
Step 5. Continue pulling up each layer of tissue paper toward the top until all of the layers are separated and the flower is formed.

Are pipe cleaner flowers made from tissue paper?
No. If you make pipe cleaner flowers, you’ll use only pipe cleaners to create the entire flower and stem. To make tissue paper flowers, you’ll use tissue paper to make the flowers and then use pipe cleaners, wire, or twist ties for the stem and to keep the flower together.
Are tissue paper flowers good?
Yes, tissue paper flowers are wonderful. Not only do they last longer than store-bought flowers, but you can use them again and again. With the tissue paper flowers in the photos above that I made for the event, we kept them for years and used them again and again for different events. We would just fix and smooth out the flower, and it worked great.

To make a flower with Kleenex, take five tissues and lay them on top of each other. Then follow the five steps to complete the Kleenex flower.
